there are two ways to do this, the first is by emulating the whole of an op system. One way to do this is by using bochs or qemu. search for either "android bochs" or "android qemu", that should get you started. Another way (this will only let you run dos apps) is through the app "aDosBox", this will let you run games like doom and quake but it won't get you to far into exe's. Other than this there isn't much else.
No only WinRT apps such as the ones from Windows Store

Yes. Android can handle almost any archive format (ZIP, RAR, 7Z, GZIP, BZIP, etc), and any image format. You need third-party apps to handle more exotic formats, however. For example, there are apps to unpack archives such as AndroZIP and ArchiDroid available on the Play Store. QuickPic can handle almost any image format, and Astro can help you organize files on your device.Keep in mind, though, that you cannot run applications designed for other operating systems (like EXE files). To download a file, locate it on a page in your browser of choice, then long-press. You will be given the option to download the file. You can also use aDownloader to download files from torrents.

In Apple OSX, Applications are called 'Apps." In the Windows world, they are Executable files, called "EXE.' The MacBook can run Apps, that are modern enough to run on an Intel CPU. Older Apps that were written for the Power PC CPU will not run on the Intel CPU. When obtaining apps be sure to check for the 'INTEL' and 'APP' words. There options in OSX that allow the Mac to run EXE files. 1. Boot Camp is from Apple. It will allow a Mac to run Windows. In that mode, it will run exe files that will run in the Windows OS that you install into Boot Camp. At startup you choose either OSX or Windows operating systems. 2. Crossfire is an application that runs in OSX. It will run many exe programs. 3. Parallels is an application that runs in OSX. It will run most exe files. 4. VMware Fusion is an application that runs in OSX. It will run most exe files. Applications that run Windows within OSX will always run more slowly than Windows itself. The only way to run Windows at full speed on a Mac is by using Boot Camp.
The file extention of any application on a computer is: '.exe' .exe = simply means executable.

An exe is a program, while an mp3 is audio. I don't think there is any way to do this, since they are entirely different.
