Normally the computer's video card would have the output. I doubt very much you will ever find an external DVD writer with tv output. However if your computer does not have tv output and are looking to output video, there are USB to video devices available. I am not sure if they can play DVD though since it requires a certain amount of video acceleration which those USB video cards may not have since USB has a limited amount of bandwidth.
