Whichever you want. I would get the lip piercing first. Its a bit easier to care for and you can learn before you try to handle an eyebrow piercing. Eyebrow piercings are surface piercings so you have to be really careful with them so that they don't reject. As long as you're comfortable with the risks of both, I wold get the lip piercing.
most piercing shops require parent consent, try browsing through phone books and the internet for shops in your area that will pierce you. I'm 12, and i have my nose and my belly button piercedd.

I found a few but they did not have prices listed on their websites. Eyebrow piercings should be the same price as all other piercings (nostril, septum, belly button, lip, tongue, earlobe, cartilage, etc.)
i had to do a lot of convincing to get my eyebrow piercing done, if you don't wanna wait till your 18 then try to make a compromise and stick to it. mine was that this would be the last piercing i get.
On men, the piercings I have seen the most are eyebrow, labret, and tongue. As for the least common piercings for men, it would be nose and bellybutton.

You can, as there is NOTHING in the eyebrow that you will hit that is dangerous…the side of your face WILL NOT go paralyzed, but I would implore that you go to a professional. This will ensure that it is being done as hygienically and to the letter as is possible, and a piercer has more of a trained eye as far as proper placement. Also, not that it is done in a lot of shops, but the piercers in my shop will talk people out of piercings if they feel they don't have the attributes or facial features for such a piercing and will instead offer other piercings that would better suit the wearer. It would be more worth your time to go to a shop anyways, because you will have to get a piercing needle, a piece of jewelry of the same gauge, a good diameter for your eyebrow, gloves, alcohol prep pads, Vaseline, etc., so it is just easier to go to a shop and pay the $25.00 that they'll charge you.

the place that YOU would like to get done the most will be the coolest place to get pierced. trust me, ull love it so much more on you. i personally like the ears(industrial) and uniquie places like anti eyebrow, surface eyebrow, random neck or belly... but the most popular is the ear lobe.
