A state of anarchy is a total loss of order and/or leadership. There may still be policemen to stop whatever the situation is, but it'll be difficult.

NO. The entire point of an anarchy is to operate without any government or any governmental principles. If an anarchy has a constitution, this would indicate how a government would be established, in direct contradiction to anarchy.
The advantage of any form of government over anarchy is security. Democracies can set up and organize police forces, justice systems, incarceration, enforce contracts, and compel proper behavior. Anarchy has none of these devices and requires people to be upstanding citizens to avoid violent collapse.
Anarchy is a complete lack of any form of government. There is no leader.
Police officers are the 'tool' necessary to enforce the rules, laws and regulations that govern our society and keeping it operating in a (more-or-less) civilized fashion. Society without enforceable rules equals anarchy, and anarchy equals NO society.

Anarchy was not designed. It is the natural order of humanity to not have any human holding dominance over another.
The definition of anarchy is pretty much not to have any kind of organization, so it's a contradictory question.

There aren't any countries who are deliberately using anarchy. However there are a few whose governments are so weak that they can reasonably be said to exist in a state of anarchy. Somalia would be one example.
