Not per say... There is some software that does this, but it is not easy to do. MIDI is what you get when you take the music recorded from each instrument and put each instrument into a track. The tracks are then put together in one list and from there they can be played separately, muted, deleted, etc. When you have an mp3 or ogg or any file type, they take all of those tracks, or channels, and MASH them into two channels, left and right.

If you have a solo, it will be easier for the software to "see" the notes and make the MIDI for, but if you have many instruments playing at once, it will be very confusing for the software.

If you mean just popping in a CD and getting MIDI out of it, no. But if you have a separate multitracks of music, you can use Drumagog or Slate Trigger to make drums to MIDI and Melodyne or Autotune to make monophonic melodic instruments like bass guitar or vocals to MIDI. But for chords? You are pretty much out of luck.
