Just be able to draw Cartoons well (so be good at drawing in art). Also it depends on your type of cartoon. If you need to draw amine then you need to be able to draw amine figures well and easily. If you are simply trying to draw something like Tom and Jerry then you need to know how draw that style of cartooning etc.
