No. generally speaking your engine block, heads and intake will be a coated cast iron or cast aluminum. Neither will rust. Also keep in mind that oil from both your vehicle and the road are coating the exterior of your engine while you drive. If you are worried about your exhaust manifold rusting you can purchase header wrap or paint them with high temp paint.
Starter fluid should be sprayed into the throttle body intake. Spray in small amounts, as the fluid is highly flammable. Any over spray could ignite if the engine backfires.
You can spray the item with a rust preventer spray. Some minor rusting is expected with wrought iron, however. It's just part of the aging process.
easiest and safest way to spray starter fluid is to spray it straight into air cleaner. you will not need to remove anything to do this and the engine will suk the fluid thru you really need to have the throttle body looked at ,as starter fluid is primarily for use in a diesel,not a gas engine
"Starting fluid" is typically a spray that is used to help get an engine to fire-up. The spray needs to be directed into the air-intake to get to the inside of the engine. most times starter fluid is sprayed through the air filter,if this is hard to get at you can disconnect one large air hose on engine side of air box and spray in there .remember to reattach hose after starting before driving off
open up cover for air filter and spray ith there, or dont open cover and just spary it where ever it sucks air that shoud give it prime and your engine should start hopefuly.... I dit it so many times when I was driving 18wheeler and alway worked fine no demage to engine...
Does the engine continue to run on it's own after you gave it a squirt of starting fluid? If so, try replacing the ECT (engine coolant temperature) sensor. If the engine runs only on starting fluid but not on it's own I would suspect the fuel pump is bad.
Your headlight wipers should come on when you spray your windshield washer fluid.
If it is and automatic transmission....you probably have a damaged or loose hose going to the radiator.
