"Starting fluid" is typically a spray that is used to help get an engine to fire-up.
The spray needs to be directed into the air-intake to get to the inside of the engine. Release the clips that hold the air filter housing top down, and spray the fluid into the rubber housing that leads towards the engine.
Your Owners Manual will have illustrated instructions on replacing the air filter that will guide you.
