There is no state in the U.S. that will allow someone under the age of 18 to marry without parental consent/court approval/special circumstances.
Pregnant without permission or marriage without permission? That's not very specific.
Noplace in North America will allow you to get married without parental permission if you are under 18.
If she is pregnant (which I do NOT recommend) she can apply to a district court judge for permission to marry without parental consent. That is the only way to marry for a 16yo without parental permission.

Depends on your age. If you are 16-17 you need consent of your parents or legal guardian. If you are pregnant and under 18 you can apply to a district court judge for permission to marry without parental consent. Under 16 years old, you must get approval to marry from the District Court. And if your parents or guardians are not residents of Kentucky you as a minor can not get married.
