NOTE: you CANNOT trade from silver into Firered, Leafgreen, Emerald, ruby, or sapphire, and cannot migrate into Diamond/Pearl. you can, however, trade from silver into Red/Blue/Yellow/gold/crystal. this is pointless tho if you want it in gen III and IV, because you cant trade/migrate into generations III and IV from I and II. you can migrate from FR/LG/E and trade from XD into FR/LG/E, and this is the only non-hacking and non-event way of getting it in the higher generations of Pokemon games.

you cant. i think that's really stupid. but they are making a remake of Pokemon silver and gold, called Heart gold and Soul silver, and you can probally get lugia in soul silver. you might be able to send that lugia to platinum i have action replay and there is an awesome code that allows you to get any Pokemon at any level you choose. ITS AWESOME!!!

You can't, Lugia is not available in any way, shape or form in Pokémon Pearl. You can only get it through trading, migrating or cheating.

No, you cannot walk through walls without an Action Replay. You are not allowed to walk through walls in any video game without cheating, so the only way to do that is by using the Action Replay.

There is no National Pokedex in Pokemon Ranger, so therefore, there's a limit to the Pokemon you can capture. None of those Pokemon can be obtained in Pokemon Ranger without use of an action replay. In fact, I don't think an action replay will give you any of those Pokemon, either. Only the 200+ Pokemon that Nintendo selected for the game can be caught in it. Sorry.
