You can't mod world of warcraft and by mod im guessing you mean making new content you can create a private server and mod that by then there would be no players except for you + you'd have to be really good at programming. Blizzard started making warcraft 4, but then it's main focus became starcraft 2 and it's expansions. Warcraft 4 might be made in years.
the company has not said yet. You can not find that answer on the web.I have heard that they are thinking about it since warcraft was a big hit. But there has been no word about it. If they do star making warcraft 4, then it will probably come out in 2011 or 2012.
