Try some kaboom, it is made to tackle mildew in showers so it should do ok on mold too.
Use a bathroom mold and mildew cleaner, or clorox wipes, then condition your vinyl.
If it is mold, then yes, you could. The green is oxidation, the same as rust on steel and bleach won't do much of anything to remove it. It will not really hurt anything.
Mold can potentially grow on anything that is moist or damp. Tomatoes, along with many types of foods, are mosit and the nurtients in the foods provides nutrients for the mold to feed off of.
A mix of bleach and water should suffice in cleaning mold off anything. Use one part bleach to two parts water but make sure you wear gloves to do it.
If the mold is not to heavy then you can scrape it off with a sharp knife.
Rub it with a rough rag and Goof Off, it will soften enough to be peeled off.
There are a few kinds of sheet vinyl. Most glues will come off most vinyl if you can get hold of an edge and simply peel it off.

Besides cleaning the mold IN ONE WIPE!, it seems to minimize the amount of mold that grows back and conditions the vinyl. It is made for professional detailers and doesn't have any bleach. It is made of butoxyethanol, tetrasodium EDTA, cetyl dimethyl amine oxide and liquefied petroleum gas. After using it once, I bought a case (12 cans) for about $60, but they also sell half cases. This stuff is the simplest and best product that I have ever seen for this application…..an no I don't work for them…after wasting so much time and energy fighting mold, I feel compelled to share.
You can get a Mold from the chemical that is in the sandal. Or the type of product that is uses.

mold would be considered a decomposer. mold feeds off of dead/dying plant material and therefore, is not a producer.
