There is a special 'tire shine spray' available in Walmart.
It is possible to use hair gel to make tires shine. You can also use boot polish to get the same effect.

Best way I have found to do this is to first clean the tires, and the rims, ensure the tires are quite black, no brown /rust looking color on the side walls.. then apply a product called Black Magic Titanium Tire Wet Gel. It seems to work the best.

Sure you can use snow tires, Im not really sure why you would want to unless yours is front wheel drive. The only side effect that I can think of besides the added cost is that your ride quality may be a little less smooth than with the all season tires.

use wheel spacers my friend, this will position the tires farther away from the struts.
