Yes, Tetsuya Nomura has finally confirmed that a Kingdom Hearts 3 will be made despite all his previous denials of the game. Though he said he would begin production on the game after he is completely finished with Final Fantasy Versus 13 for the PS3.
There is currently no dates as to when he will finish Final Fantasy Versus 13, plus production of a whole game takes a long time, so don't expect Kingdom Hearts 3 anytime soon. But it's good to know that it will be made ^_^
