Many vehicles use two flashers but not all.
More than likely a bad flasher relay for the turn signals. The hazard lights use a different flasher relay.
Blown fuse, defective turn signal flasher relay, or one or more of the bulbs are burnt out. More than likely if the other turn signals are working the bulb is just burnt out and needs replacing.

The speed problem with the blower motor is a defective Blower Motor Resistor Pack. Replace it. The non-functioning turn signals, is more than likely a defective Flasher Relay or a blown fuse. The FM signal is more amune to static in the atmosphere than AM signals.
There is a flasher for the turn signals installed under the dash on the driver side. It will be just to the right of the steering column.

according to my view, to deal with digital signal is more easy then that of analog. and it also stable so many of the semiconductor circuits run only on dc signals...... i think doubt is clear now....
The Flasher Relay is more than likely defective. Some vehicles have 2 relays. One for the turn signals and one for the hazard lights. Replace the Flasher Relay for the turn signals.
