There are car rental places at Milwaukee airport of course, just need to schedule ahead.

The City of Chicago owns O'Hare airport. It is run by the Chicago Department of Aviation which is a Chicago government agency. There was talk of leasing Midway Airport to a private company, but no deal has yet been made. There is no public talk of leasing or selling O'Hare.

There is not a direct train from Wrigley to Ohare. There is public transportation, take a westbound CTA bus along Addison. Get off at the Addison blue line train station. Take the blue line to ORD.

Yes.The Blue Line travels from O'Hare to the Loop (downtown) in about 45 minutes for $2.25 (as of 2009) per person.The Orange Line travels from Midway to the Loop in about 30 minutes for the same price.There are no lines that go directly between Midway and O'Hare, however you can transfer between the Orange and Blue Lines at the Clark/Lake station for free.
