Public transportation is any transportation that a mass amount of people can use for a fee.
The Stade de France is next to one subway station, and next to two regional trains stations (resembling the subway, but faster) linking the stadium to Paris. Its location was choosen because of these possibilities of public transportation. Coming and leaving the stadium is very easy, avoiding the need for the public to use their car. So the increase of the traffic on the roads nearby has no influence on the access to the stadium.
