That would depend on your beliefs, really. In the Judeo-Christian beliefs, Hell is actually defined as the Absence of God. It means to be without the Light of God, unable to feel His love, mercy, etc.
In other religions, it is believed that there is a balance. There is good and there is evil. Those who are good go to a place where they are rewarded for their goodness and live an afterlife of peace and tranquility. They also believe those who are evil go to a place where evil is rewarded for the evil it has done while on this earth. However, neither place would ever be preferable by the other - No Good being would ever wish to go to the Evil place, nor would anything Evil wish to be in the Good place. To each, the very idea of the other is vile and loathsome.
Only modern Christianity has created a concept of "hell" as being a place of punishment, which comes from two sources - the Revelations passage depicting Satan and all his followers burning in an eternal lake of fire, and a man called Dante and his vision of "hell" called Dante's Inferno. However, previous to this, there is no mention of an evil nasty place that bad people go - only the fact that they could wind up being in "hell" - or literally, "without God."
As for ghosts, most are considered lost spirits, who could have gone into the light, but turned away from it, for some unknown reason - sometimes because of a loved one they did not wish to leave behind, sometimes because of a wrong they want to see righted before they leave. Most religions do not consider ghosts to be bad at all. They are lost, frustrated and frightened beings who don't belong here anymore, and don't know how to fix the fact that they find themselves still here.

It really depends how a teenager(specifically 12-13 year olds) says it. If you say it like as "go to hell", hell would be considered an offensive word. However, if you say it like "hell yes" or "hell no", it wouldn't be offensive at all, nor cause harm because you are not saying it directly about another person. At 10 years old, hell is a pretty bad word choice but at 12 or 13, hell might seem not offensive. After all, hell isn't that bad of a word, unless you have abusive parents.
