No, God's love for man is unconditional, God loves man irrespective of man's actions.

But you must remember 'love' is not the complete truth about God as far as The Bible is concerned. The Bible also talks about the wrath of God, God the judge, the goodness and severity of God.

Jesus denounces woes over the scribes and Pharisees because they were hypocrites, they were supposedly the spiritual leaders, but were leading people away from God.

The "woes" are not curses but more like expressions of sorry at the fate of the religious leaders who refuse to accept Jesus as the Messiah.

He said, "Woe unto you scribes and Pharisees hypocrites" (7 times in Matthew 23), to scold them for acting, or not acting, they way they should. But, he still loved them. He wouldn't try to correct them (or us) if he didn't care about them. God loves everyone, and it's up to them to receive his love. And it's up to us to show them his love.

There is a standard for man's behavior not for God's Love. God can do nothing other than Love, as Love is what He IS. If God didn't love us, we wouldn't exist. Our Blessed Lord was correcting the behavior and the thought of the Scribes and the Pharisees.

As for the standard of our behavior, He was also very clear about that: Then Jesus told his disciples, “If any man would come after me, let him deny himself and take up his cross and follow me. (St. Matthew 16:24), and later in Matthew, chapter 25, beginning with verse 31 He tells us *exactly* how we are going to be judged:
