Lugia is fine the way it is but you might want to level it up more just in case. Every other pokemon in your party needs leveling up too. Battle the elite four over and over

That's a good party, id add a dragon and a water type to it. my choice would be Salamence or Rayquaza (if its on soul silver, not got tht far yet) and a Milotic or a Kyogre. Id then teach the water type ice moves to combat other dragons.

you can't. it's suppose to be a glitch if lugia and the unhatced egg is in your party and a shadow lugia shows up in the hall of fame after elite four.
