There have been a small number of cases where election officials were proven to have created votes for one candidate or destroyed votes for one.
Bipartisanship is easy to find in the US Government. One such example was for both major political parties to vote for the creation of the office of Homeland Security. This was established with little if no opposition after the 9/11 attack on the World Trade Center in 2001.
