Under no circumstances. The "Winged Dragon of Ra" Card is a card that you are not allowed to play officially, since it has not yet seen a official release yet. There is a official version of the Winged Dragon of Ra - Card, but it is not yet released outside of Japan.
And even if it is the official Winged Dragon of Ra (though if it is in Japanese you're not allowed to use it anyway), Stardust Dragon is the better choice. So I advise you to keep your Stardusts!!!

no that is impossible unless you tear it open and take a peak... but don't be disappointed if you get effect veiler instead, just sell it for $8 and buy a winged dragon of ra for 50 cents ($1 at MAX) OR you can trade the effect veiler for like 10 winged dragon of ra's (i opened 13 order od chaos special editions and i got 8 ra's and 5 veiler's) chances of a Ra is about 55%

Yes and no, the winged dragon of ra is better than the other gods, Obelisk and Slifer. It is better but worse because you have to sacrifice life points and i would stick with Obelisk because you can sacrifice MONSTERS and you should have a lot if you can hold up to 40 cards and that is the minimum. So if you could instead of one god card try and take your time to find someone that has them both and try to trade or buy them off of that person for a reasonable price
