While I generally don't like to recommend a grad school without knowing something about the student who is applying, I've heard nothing but positive things about UMass/Lowell-- I know several professors who have taught in the grad school of engineering, and the school has a very good reputation. There are other colleges in Massachusetts that also have fine reputations for engineering (Northeastern University is one of many), but UMass/Lowell is a state school, so the tuition may not be as expensive as some of the private colleges.
