Unfortunately not, a periphal is anything that can be connected to the outside of a computer, but does not become part of the computer... an example for a peripheral would be: USB, bluetooth adapter, wireless internet adapter, keyboard and mouse... ect.

The USB cable would be classed as a data cable, and the ethernet as a networking cable.
