When you get a message that says, 'Windows cannot access the specified device path file,' this means that an error has occurred which has corrupted the file and made it inaccessible.

access is a handy way to see see if a file exist and also if (you are not using a DOS compiler) you have read or write permissions to the file.
The typical way to view file permissions is to use the 'ls' command with the long listing options enabled, For example, to see the file permissions for everything in the current directory, type: ls -lsa
I am not aware of any sharing access for individual Excel files (if someone reading this knows how to do this with Windows, please improve the answer). File sharing permissions are for giving access to folders, not individual files. If you are not able to change the sharing permissions on the folder in which you have the Excel file stored, move the file to a folder or drive without sharing permissions.
