most people say its vandelism.. However... isn't the whole point of art expression? and if it is a form of expression and feelings exerted in art isn't the artist making a statement by putting it where he or she wants? Isn't that what makes graffiti unique and different? Sure there is a point where it is considered vandelism.. but aren't their certain positions where it should be considered art as well? ? check out some cool stuff here www.elitegudz.com
The story "The Destructors" by Graham Greene can be seen as a metaphor for the destruction and chaos caused by war and societal breakdown. It may remind readers of instances of vandalism and destruction in our culture that result from social unrest, conflict, or power struggles. The story reinforces the idea that when societal structures break down, individuals may resort to destructive behaviors.
Illegal and offensive Graffetti or Vandelism. Terms for it by those leaning to a free wheeling (or more artistic sense) would have to be more offensive, as artists generally find the idea of anyone forcing their capitalistic desires and advertising on others as particularly replusive. (These postings are generally things placed, without permission and not desired, on other peoples property that causes that property damage, and probably unwelcomingly invades the personal reaches of any others near it, promoting some business venture).

Right patient, right medication, right dose, right route, right time, right documentation, and right situation. Right place and right to refuse are sometimes also thought to be rights of medication but the first 7 listed are probably what you are looking for. Right situation and right documentation are also new to people who learned them as the 5 rights of medication administration.
