It depends. Northern and southern Virginia are VERY different. Northern Virginia (like Arlington) is very rich and near D.C. (city of political idiots) so it probably is mandatory. On the other hand southern Virginia (like South Boston) is all country side. So it probably isn't mandatory.

unless the father is abusing the 17yr old physically or emotionally then there isn't much of a choice. Court order visitation is mandatory unless the parent with visitation relinquishes his or her right to do so. The option is for the custodial parent to file a petition on behalf of the minor requesting the visitation order be amended or rescinded. A 17-year-old would be given the opportunity to present reasons for the request to the judge, likewise, the parent who holds visitation rights would be allowed to file an objection.
If there is a court order to that affect the child and the custodial parent must adhere to the terms of the visitation order. If that does not take voluntarily take place the non custodial parent can petition the court to make visitation mandatory. The exception would be if by allowing a minor child to engage in visitation with the non custodial parent it would place the child in an environment of neglect and/or endangerment.
