There is no historical evidence to support the claim of vampirism being a condition of Vlad Tepes. However, as another of his names was "Vlad Dracula" -meaning son of Dragon after his father Vlad II Dracul- it is believed that he inspired the name of Bram Stoker's Count. Also, he did commonly use the impalement method used to kill the vampires of Stoker's universe.
Vlad Tepes was the ruler of Romania for a period of time. He was said to have been very brutal and a harsh bloody ruler. He however was not a vampire. His character, and personality however did influance a writer called Bram stoker, to create a final character called Dracula, who was a vampire. But over all, no, Vlad Tepes was not a vampire. "Dracula" is only a legend promoted by Bram Stoker and many movies. Dracula was based off Vlad III Tepes, son of Dracul. Legend has it that Vlad III Tepes was found in his tomb 100 years after his death with blood smeared on his face. So became the legend of Count Dracula.

No Vlad the Impaler was never a vampire. There was a mix-up in a medal his father recieved from the Austro-Hungarian Emperor. It had a dragon on it, and the people pronounced it Dracula. So that would make him Vlad the Impaler.
