There really is no best monster its just how you use all of your monster together with your combined effects of spell and trap cards that makes them strong. Its about the strongest deck not the strongest monster!
No, you cannot use Monster Reincarnation to add a Synchro Monster from your Graveyard to your Extra Deck. In this day and age, it is a very poor monster, being that it takes 2 tributes and has no effect. It does have a lot of support, so would work best in a deck designed around that. Simply inserting it into a deck for no real reason, will almost certainly make that deck worse though.
