The phenomena is a good explanation of the condensation processes that is happening in our atmosphere. There are lots of water vapor around us. As this water vapors touch the out side portion of a cold glass, the cold temperature within a cold glass condenses those water vapors, thus, converting it from a gaseous state to a liquid state. Since in its liquid form, it is more denser than gas, the water formed as we termed sweat appears and flow outside a cold glass.

When one consumes cold liquids, or a sold that becomes a liquid (i.e a popsicle), one's body heats up the liquid and this requires your body to use more energy than it would use with room temperature water. So, if one is trying to loose weight, cold water mightn't be a bad idea. However, if one is engaging in physically strenuous exercises (i.g exercising) it might be a bad idea to consume cold water as your body will have to spend energy to heat up the water and not spend that energy on the task at hand.
