actually the substance in which a thing dissolves is called a solvent, and the things which dissolves in the solvent is called a solute.

and water is called a universal solvent cuz it can dissolve a very wide range of solutes with a slight differende in their solubilities( that is the capacity to dissolve).

fr eg in the case of sugar solution water is a solvent.
