It depends on what type of water you are drinking if your taking about public drinking fountains then they are bound to have germs still they are not in a quantity to seriously affect you, so it there is nothing to fear.
If you are taking about bottled water than if you live in a developed country it is bound to have strict safety measures to ensure the complete elimination of any type of germs during the bottling process and even if a minute amount of germs do get through they are of no danger.
