There is a lot of new science that reports that it does. According to a report by the New England Journal of Medicine studying the affects of marijuana, it found that:

"unlike cigarette smoke, [marijuana] causes bronchodilatation (expansion of the air passages) rather than bronchoconstriction (narrowing of the air passages)..."

One does not need to smoke marijuana in order to experience it. You can eat it in various foods, make it into capsules, and use a vaporizer (smoke free).
