Whales are protected because they are very close to extinction; due to the fact that many poachers kill for the blubber and other valuable parts of the whale.
Whales live in the oceans of the world, but of course they must surface to breathe air. They are migratory and do not stay in one specific location, which is why whaling ships had to remain at sea for long periods of time to follow their migrations. Whaling peoples without ships had to wait until the whales migrated close enough to them.

Not really unless your a tour guide! Whale watching is more of a "enjoy it" activity. You get to go close to whales, and other sea creatures!

The usual way the Japanese to kill a whale at sea is they wait for a whale to come up for air (Whales are mammals, so they can't breath underwater), then they harpoon it. The harpoon can sometimes have grenades inside the tips, so that it will explode inside the whale's body. The whale is then pulled close to the boat and shot several times with a rifle. The whale is then pulled up onto the boat, and cut into peices. Sometimes it is butchered alive. :(
