Yes, I tried to track down 3 of my bills and it said that they weren't in the system. Then I went to the comments and found someone who asked if someone found their bill, and it was the bill I had. The person said they registered it but it didn't come up when I searched it.
If you don't know them, and they sought you, and they want your money, it's pretty much a scam 99.999999% of the time.
