It depends on what it is. I have seen it and sometimes a document can be replace or ammended later. Some use it just to get the loan closed because of timing issues and the rest is taken care of later. Especially mobile notaries that are at a home location and can not reprint. cross outs witrh initials are preferred.

No, white out is not allowed on a notarized document. The reason is it could lead to suspicions of tampering. But you should check with the notarial laws in your state to confirm.
