A boat is insured by having a boat insurance policy which is a written contract between you and the insurance company. I don't know about river licenses. I imagine that if you intend to use it on a river, and a license is required, then having the license to operate on such waters will be a requirement within the policy. If so, and you take it on a river without such license, they will probably not pay for any claims arising out of such unlicensed use. You must meet the requirements of the waters where you intend to operate the boat. Just like those who use a boat in Ocean waters are required to have certain radio equipment and perhaps radar equipment. If you don't abide by the policy and legal requirements, the insurance company will not pay for losses. You must do your part for the company to do their part.
no you need a boat license no matter how old you are
No

A Canoe and maybe a kayak.
Call and ask a local boat insurance agent.
The boat is on the river is correct
This depends on state or national law. In many places, if you have a valid driver's license you can operate a boat, and generally a boating safety course is so you can operate a boat without a license. In other places, both may be required in order to operate a boat.
If the motor is over 15 horsepower and over 3.7 metres you would need a boat licence.
how do you get a boat dealers license in chicago
the river is frozen
The river is frozen
Yes. Most companies will not insure an individual with a boat or any property if there is not a financial interest between the property & the insured. More specifically, it has to be titled and/or registered to the listed insured on the policy.
