No. Some organizations have rules on how this is handled and administered, and if they don't pay your for it they CAN force you to take the comp-time as paid time-off, even if you do not particularly wish to do so.
If it is part of your prescribed therapy for recovery, I believe it does.

It MAY depend on your occupation, salary status, duties, title, etc., but - as a general rule, yes, they can probably do that. Re: comp time earned as O/T when working in excess of 40 hours - - if your company offers time-and-a-half or double-time pay for O/T then the comp time they credit you with MUST also be calculated and given at the same rate. (e.g.: one hour of time-and-a-half pay would be equal to one and one half hours comp time off, - - one hour of double-time pay would be equal to TWO hours comp time off.)

No, the school must agree to how the teacher would like to use the comp time. Typically, when the request is reasonable, schools will try to accommodate the teacher. It's when the request is not reasonable that there is a problem.
