If the phone is in her name she can activate a GPS device to trace the whereabouts of the phone when it is turned on. Most carriers will however send a text message that states the phone is being tracked. There is a setting that you can go to- GPS or 911 or emergency only. Emergency only should be selected if you do not want to be tracked. You can turn the phone off - no need to take out battery- and you cannot be tracked.

Nope - every mobile phone can be tracked by its network ! The network needs to know its physical location - in order to route calls to it !
