And every day, the places where you can catch these Pokemon changes. To fish for it, you must use a super rod. The way you tell if the place you're fishing has feebas is whether a feebas is fished out within 3 tries (if you're on the right spot, it appears about 80% of the time). If it doesn't pop up, try another spot.
