Mostly it is because it is nerves. You get nervous because most of the time you think "Oh no! What is he staring at ? Is their something wrong?" If that is not you then this may just be me but I smile and ask "What are you doing?" and the normal reply is "Oh nothing." Then goes back staring. Its the normal things guys do. No worries.
a nervous smile can mean they don't know what to do or say next. an excited smile can mean that their really happy or just happy to be around you... or many other things..
