It is sad to say, but in most cases if you are not biologically related to the child and never went through the formal adoption process you have no legal rights to the child.

There are circumstances where if the child has no one else to care for them you can apply for a Kinship Care program, but since the child's grandmother is in the picture that's not really an option.
