Madison wrote about factions in Federalist #10. While Madison acknowledged that there were many differing factions, he also indicated that a democratic form of government, using the ideal of majority rule, would tame the factions and cause them to work together as much as possible. He claimed that the republican form of government created by the new Constitution would allow all the factions the room and venues to express themselves and to influence the workings of government by getting their members elected and/or appointed to offices. Minority groups would be protected because the factions would have to negotiate their differences.
James Madison believed that the best way to limit factionalism was through the principle of "extending the sphere." He argued that by creating a large and diverse republic, with a greater number of factions, no one faction would be able to dominate and oppress others. He believed that this would lead to a more balanced and stable government.
James Madison believed that the government would be the reflection of the people and may conform to the evils of human nature. James Madison believed that human's by nature were depraved and evil, however he did believe that humans could have virtue as well.

James Madison, along with most of the other founders, thought that since all the states had their own bills of rights, there was no need of a general one. Well, a while after signing the U. S. Constitution, he got a letter from Thomas Jefferson saying that the U. S. of A. DID need a general bill of rights. So that's why James changed his mind and wrote the Bill of Rights.
