Actually, he said "I say to you that whoever divorces his wife, except on the ground of fornication, and marries another commits adultery." (Matthew 19:9) Sexual infidelity by a mate is the only ground for a divorce that will allow the innocent mate to remarry.
If she divorced due to adultery on the part of the ex, than she's free to remarry. Adultery would include the ex living in sin or remarrying before she did. As such, it would depend on the circumstances. Tell the boy that she may have been free to remarry due to wrong doing on the part of her previous husband.

You are still Catholic - Baptism is non-reversable. However, marrying a divorced person is considered adultery. This is because the divorced person has made a vow before God to love and honor their former spouse for the rest of their life, for richer or poorer, for better or worse. Just because they are legally divorced does not mean that they are divorced in God's eyes. They have been united and have become one flesh with another person through their marriage vows and through intercourse, and so are not free to do so with another person, even if they are free to marry in the eyes of the state. This is why the Church forbids getting married again after divorce. It does not, as many people think, forbid divorce in general. One may divorce for a serious reason. The Catechism of the Catholic Church states that divorce is acceptable if it "remains the only possible way of ensuring certain legal rights, the care of the children, or the protection of inheritance, it can be tolerated and does not constitute a moral offense" (CCC 2383). However, since adultery is against the Sixth Commandment, one may not remarry. This is also why one may not receive Holy Communion if they have divorced and remarried.If, however, a married person receives an annulment from the Church, (s)he is free to remarry. This is NOT a Catholic version of divorce. Annulments state that the former marriage did not actually happen because of a violation of one of the necessary requirements for marriage. If the marriage did not occur, it is not a sin to marry.
