Jonas selection as the receiver of memory is more of a punishment than honor, throughout the story when I kept reading I found out that the receiver is given so much honor because they are lifting the burden of the people. By experiencing alot of painful memories and gaining wisdom suffering just to give the elders a piece of advise.
Jonas has been selected to be the new Receiver of Memory from page 59-60 in the book.

Jonas was chosen to be the next receiver of memory because of things like: Intelligence Integrity Courage Wisdom

because the person who gives Jonas the memories used to be the receiver of memory but since Jonas is the new receiver of memory, the old receiver of memory calls himself the giver because he GIVES the memories
Jonas was assigned the receiver of memory.
The old receiver felt relieved and freed of the burden of carrying that memory. He was happy that Jonas was now able to share the pain and knowledge of that memory with him.
The previous Receiver of Memory, known as the Giver, passed on the memories and knowledge to Jonas before choosing to leave the community and give those memories back to the people. Jonas then became the new Receiver of Memory.
The Chief Elder gave Jonas the Assignment of Receiver of Memory
The Giver did not transmit the memory of music to Jonas. He offered but Jonas refused.
