Yes, if you have the high-end loft stuff installed already and then you buy the sims 3 ambitions and install it, you just use the sims 3 ambitions disc and your high end loft stuff items will still work within ambitions.
If by "other games" you mean the expansion packs, then yes. In order to install the expansion packs (Sims 2 University, etc.) you need to have Sims 2 already installed. If you don't want to spend money on that game as well as the expansion pack, find a friend who has the Sims 2 discs, and borrow them. Install the game and then install your expansion pack right afterward. That way, you don't need the regular Sims 2 disc to play with your expansion pack. You just have to have the disc for the expansion pack you installed. (However, if you ever have to uninstall the game, you'll need to borrow Sims 2 again to reinstall it.)

To install any sims 2 expansion packs you need to have the sims 2 installed. You cant just install sims 2 seasons for example, you need to have the sims 2 installed. It should say that on the box somewhere.

I did not buy my expansion packs in release order and my game works just fine. Not a problem at all. Keep your discs though because if you do install out of release order you will need the discs to update files, the prompts on the screen will help you. Just put in the disc it asks for. However do remember that Makin Magic should be the very last expansion installed :)
