i had the same problem today with my 1991 lsc. the problem was a small hole in my exhaust pipe. hc limit is 0.80. my car was 0.81. all other readings were well below limit. if 02 sensor, etc. are okay, check for exhaust leaks at manifold or pipes. good luck.

The smog pump is designed to help clean the air the exits the exhaust. It might actually be detrimental to remove it if you have to pass emissions testing.
You certainly can trade your car in even if it won't pass a smog check. Some people will even let you trade cars that don't run.
