The tundra
An extremely large area of land is called a continent.
A grassland is a large open area of country that is covered with grass. Animals will graze in grassland areas and there are grassland areas present on every continent except for Antarctica.
Jamaica is a mountainous island but it does have several large Savannahs (grassland areas) where sugar cane is grown. Indeed the capital of Westmoreland Parish is Savannah La Mar which means "grassland by the sea".
A large area of treeless grassland can be a plain, savanna or prairie.

A prairie is a large grassland in North America.
It is the responsibility of the federal government because these matters are too large for any other level of government to handle. :)
One problem that the new federal government faced was that the large population was very hard to manage. The new federal government also had problems with jobs.

A federation can be described as a large government that is composed of smaller governments. In the US, the federal government is a union of 50 states. In Canada, the federal government is a union of ten provinces and 3 territories. A student government is not federal in nature, since the student body consists only of individuals. Students do not have any lower levels of government which can be unified into a federation.
