This is incorrect. Hydrogen my only have two electrons to fill it's outer shell. Where as Oxygen and Chlorine prefer eight electrons. The formating on this program does not allow lewis dot structures to be drawn correctly. However the answer is H:O:Cl with another pair of electrons above and below oxygen and again above and below Cl. (like above except with out the ~'s)

Similar to methane where we have a central carbon atom bonded to four individual hydrogen atoms (four pairs of electrons), replace two of the hydrogen atoms with chlorine atoms. The compound you have is dichloromethane, aka methylene chloride.

When finished, the H will have H:, showing the two electrons it shares with Cl.

The chlorine will be boxed in with 8 e-. Two in between H Cl and six on the other three sides.

The Lewis structure for HCl is a singly bonded H atom and Cl atom. On the Cl atom there is one pair of dots on each unbonded side.
