The Prime Meridian crosses England, France, Spain, Algeria, Mali, Burkina Faso, Togo, Ghana, and Antarctica. I don't have mapping available to me that shows the outlines of the states or provinces in any of those countries. But when a question on this website mentions "states", it's usually talking about the fifty states in the USA. If those are the ones you mean, then the Prime Meridian does not cross any of those. The point in the USA that's closest to the Prime Meridian is about 1,250 miles from it.

When you say ecliptic I assume you mean along the equator or latitude lines. Yes and no. While we know that gas giant's often form moons in this area, we have a perfect example in Uranus that shows in exo-solar systems gas giants may also form moons in other locations. In Uranus it's probably closer to the prime meridian or longitudinal lines.
